About Manny

Manny Cosme has been a resident and business owner in the 8th Assembly District for over 20 years.  Born and raised in New York, NY, Manny served his country by enlisting in the United States Navy in 1970.  After his Honorable Discharge from the U.S. Navy in 1974, he attended Hostos Community College in New York and San Francisco State University where he studied accounting.

In 1977 he married his wife Patty Ann (Rodriguez).  Manny and Patty Ann have three children, Manny Calin of Sacramento, CA, Sebastian (Carisa) of Oklahoma City, OK and Jasmine Risso (Brandon) of Fairfield, CA.  Wanting to provide a better quality of life and a quality education for their children, Manny and Patty Ann moved to Vacaville in 1986, where their children attended and graduated from local public schools.

Manny has been involved in the community as a parent and business-owner.  He has been a member of the Vaca Pena Middle School PTA, Will C. Wood High School Booster Club, Vacaville Little League, Boy Scouts of America; St. Mary’s Church of Vacaville and has been a mentor for at-risk youth. In 1993, Manny was appointed to the 36th California Agricultural District Board – Dixon May Fair.

In 1997, Manny was recognized for his contributions to the Solano County Area when he was awarded the “SPIRIT OF SOLANO” Leadership Award, along with other Solano County community business leaders.

After working for a public accounting firm for over 5 years, Manny realized the need for a firm that concentrated on the personal and business needs of small emerging business owners. In 1990 Manny along with Alex Alarcon and Bob Michaels started, Alarcon, Cosme & Michaels in Vacaville.  In 1995, Paul Tamburello joined the firm and they changed the business name to PayRoll Partners.  Manny’s clients were small emerging businesses from throughout the Bay Area, Solano, Yolo and Sacramento counties.

Over the years, because of his involvement with small business issues, Manny became involved in advocating for a positive business environment in California.  In 2007, Manny transferred his business interest and became a minority principal of Professional Small Business Services, Inc., to devote full-time to advocate for a more positive small-business climate in California.

Manny has served as a Board Member and Executive Officer of the California Hispanic Chambers of Commerce, President of the Solano County Hispanic Chamber and a member of the Vacaville Chamber of Commerce.

In 1994, the National Federation of Independent Businesses (NFIB) appointed Manny to serve on its Northern California Leadership Council, where he continues to serve as a tireless advocate.  In 2007, Manny was selected to serve as Chairman of the California State Hispanic Chamber of Commerce Legislative Committee.
